Mr. Whoa is based off of a real person who used to be my neighbor. We lived in a duplex style military home, so we shared a wall with this guy and his family. My dad simply referred to the man as "Slapnuts". I never did learn his real name.
My entire family just called him "the neighbor" or "Slapnuts", but that changed one day. I was home alone playing on my computer when I heard a strange noise outside. It sounded like groaning. I ran into my parent's bedroom to peek out of the blinds. It was then I saw Slapnuts on a hospital stretcher. He was holding his stomach and groaning what sounded like "Whhhhooooaaaaaa.... Whhhhooooaaaa..."
From this day on, my friends and I called him "Mr Whoa". I don't know for sure what happened that day. Rumor was that his wife stabbed him. Given that we could always hear them arguing through the walls, this seemed oddly plausible.
After the stabbing incident, Mr Whoa returned home and was back to his bullshit. Constant arguing, constant drinking, baby crying all the time. I recall Mr Whoa once holding his dog by the legs after it had gotten out.
I would draw pictures of him saying "Whoa" at school. He even starred in the PC Game "Mr Whoa's Adventure" that I created when I was 12 or 13. The game consisted of about 8 levels that all played differently. One level you had to grab the dog (by the legs) and place it back in the dog house. Another level was a DDR style rhythm game set to Limp Bizkit's "Rollin" (he liked Limp Bizkit). The game is considered lost media, but there are rumors that it may still exist on a backup CD out there in the world.
I moved away shortly after Mr Whoa's adventure was finished. I do not know what happened to him after we left, but I still think about him to this day.
